THIS DAY, Acting Governor, Drexell R. Davis, appointed Clinton H. Newman II as Acting Secretary of State to serve from 9:00 a.m., April 13, 1978, until Thelma L. Stovall, Lieutenant Governor, returns to the Commonwealth at 6:00 p.m., April 14, 1978.
